The first e-course focuses on the phase preparation & analysis of the SUMP cycle. It gives advice how to initiate the SUMP process. Before elaborating a SUMP strategy and selecting the right measures it is important to understand the local, regional and national framework influencing the SUMP preparation and implementation as well as to analyse the current mobility situation and planning practices.
The course suggests how to define a project management set-up and evaluate planning practices, capacities and resources that are needed for the SUMP development. To know where you want to go and how you're going to get there, you first need to know where you currently are standing. The course also introduces important steps in the SUMP cycle – collection and processing of mobility data and analysis of the current mobility situation. This provides a basis for rational and transparent SUMP strategy development and measure selection.
After setting-up the project management structure and investigating the regional and national framework for SUMPs, it’s time to plan for how to get the right stakeholders onboard. The second e-course focuses on the importance of co-creating the common vision for SUMP in cooperation with different stakeholders and citizens. Developing a common vision with citizens and other interest groups is a crucial start of the SUMP process. It creates ownership and acceptance, when citizens´ ideas and viewpoints are considered. Using the community´s knowledge can provide valuable input for the city administration in developing their SUMP.
The course will introduce basic principles for mapping relevant stakeholder for the process. It will also give advice what to take into consideration when cooperating with institutional stakeholders and how to prepare a public participation and communication strategy. The course presents concrete examples of methods and tools that can be used in workshops and events with different stakeholder groups to support co-creation of the SUMP vision
The third e-course focuses on how to ensure that sustainable urban mobility planning is a strategic long-term process. The SUMP needs clear objectives, a set of strategic indicators and SMART targets that have been selected based on the vision for mobility. Monitoring and evaluation of whether the targets are being met as well as evaluation of the planning process itself is crucial. It is also important to define the geographical scope of SUMP. A plan that covers the entire urban agglomeration will be much more effective than one that only covers part of it.
The SUMP needs to be integrated with other related processes. The course will suggest how to harmonize SUMP with strategies of alike sectors such as energy or urban planning in order to reach an integrated perspective for sustainable cities. The course will also introduce some common challenges in the SUMP process and ways to overcome those, and some quick-win” measures that help to gain political commitment.
Measure selection and packaging are highly important parts of the overall process of developing a SUMP. Mobility policies and measures are at the heart of the planning approach of sustainable urban mobility planning. The 4th e-course Identifying SUMP measures will help planners and decision makers consider where to start the measures selection process and gives advice how to determine the baseline by reviewing already existing measures as well as the current status of the transport system. The course will also recommend methods to thin out a long list of measures to address city’s vision and targets. After completing this lesson, now you should know the basis of measure selection in a SUMP context as well as some assessment methods to structure your measure selection.
Course 5 –Prioritising SUMP measures will help planners and decision makers prioritise and rate measures selected in previous phases in order to identify measures that are effective and feasible for the city. The course will introduce an assessment method for packaging measures and a way to conduct impact assessment for the selected measures. It also suggests how to use scenario building as a means of measure assessment. After completing this course, now you should know the basis of prioritising measures which includes rating, prioritising and packaging of measures.
Many cities struggle
with implementing their SUMP. This course explains the foundations of how
planning authorities can overcome the barriers and how action planning is key
to achieve this. The Course 6 will help
planners and decision describe and gain approval for selected measures and
break the measures into actions and plan the implementation in more detail. The course will also address other crucial
success factor in the SUMP process – monitoring
and evaluation. Monitoring and evaluation both the of the planning process
and the measure implementation are crucial to the effectiveness of a SUMP.
Lastly, the course will give tips for managing
the implementation process to ensure good coordination among all parties
involved.
The last e-course offers information and guidance on financing and procuring SUMP measures. The course will look at different funding and financing options for SUMP implementation from local revenue streams to regional and national funding sources and other sources. It will also suggest ways to involve private sector more actively in the SUMP implementation. This helps to prepare financial plans for all actions. The course includes a variety of concrete examples from European cities to finance mobility measures. The course also introduces the principles for sustainable public procurement and offers examples on procuring innovative mobility solutions. After completing this course, you should be ready for financing and procuring sustainable urban mobility measures.
