Course 3: SUMP as a strategic plan with measurable targets
The third e-course focuses on how to ensure that sustainable urban mobility planning is a strategic long-term process. The SUMP should not be seen as yet another plan that. SUMP should have clear objectives and a set of SMART targets that have been selected based on the vision for mobility. It should be planned carefully how it will be measured whether the targets are being as well as the evaluation of the planning process itself.
SUMP should be also integrated with other related processes. How to harmonize SUMP with strategies of alike sectors in order to reach an integrated perspective for sustainable cities, how to create links between transport, energy and pollution reduction when planning, and what are the benefits are crucial aspects in the SUMP development which planners should not overlook. To ensure successful implementation of SUMPs necessary resources should be secured and risks and mitigation strategies identified. Finally, “quick-win” measures that help to gain political commitment should be identified.
