CIVITAS SUMPs-Up reviews, strengthens and integrates existing SUMP resources, designing a support system to assist cities to develop high quality SUMPs. The objective is to accelerate the development of 100 SUMPs, to reach out to 600 cities and to engage about 80% of the EU-cities above 50,000 inhabitants. SUMPs-Up analyses specific take-up needs in local authorities and identifies the most effective tools for SUMP development, which will be integrated into a SUMP Tool Inventory. The project supports cities in designing and packaging SUMP policies and measures and fosters knowledge-transfer and peer-to-peer exchange on SUMP development and implementation. This is enriched with experiences from the city partners who are testing innovative solutions in SUMP preparation and implementation. SUMPs-Up also addresses national governments and multipliers and encourages them to develop facilitating structures for SUMP.
This course is offered to the selected group of cities named Expert Group SLP1 between September 2017 - March 2018 in the framework of the CIVITAS SUMPs-Up project. The e-course is divided in three lessons that are part of the three SLP1 learning blocks: Diagnosis, Visioning and Adapting. Each lesson will stay open for three weeks. In this time, the SLP1 group of cities are encouraged to take the course and the tasks related to it.Your course moderators:
Maija Rusanen has a background in applied geography and regional planning. She has several years of experience in working with European projects dealing with sustainable urban mobility planning and urban development. She works as a Project Coordinator at Union of the Baltic Cities Sustainable Cities Commission.
Liard Kranen has a interdisciplinary background in economics and sustainability science. His MSc research addressed the institutional challenges of implementing Sustainable Urban Mobility Plans in the EU. He has extensive experience in project management, (sustainable-) business and innovation (Winner of the European Transport Innovation Challenge 2017). At ICLEI Liard works on social innovation, governance, mobility and circular economy related projects.
Ana-Maria Baston holds a degree in architecture and a master in integrated urban development. She has a relevant professional experience in architectural design, urban development and sustainable urban mobility. At Rupprecht Consult she works on research projects in the field of integrated planning, focusing on sustainable urban and regional mobility planning processes.

The kick-off webinar was organised on 20/09/2017 provided an introduction to the main topic of this block and a detailed overview of the CIVITAS Urban Mobility Tool Inventory, whereas in the first workshop hosted by our partner city Thessaloniki, Greece, on 19/10/2017, you had the possibility to get to know the other SLP1 classmates, understand what are the challenges and opportunities at the start of an SUMP, and engage yourself in exciting discussions around the topic of cooperation among stakeholders inside and outside the public administration. Welcome to the second lesson of the SUMP Learning Programme 1 e-course!
This lesson is covering the online content of the second - out of three - learning blocks in SLP1, called LEARNING BLOCK VISIONING. It consists of 6 units offering an overview of mobility vision, priorities and objectives of the SUMP strategy.
The purpose of the lesson is to present methods and processes related to creating a mobility vision in a city/ region following the main principles of SUMP: cooperation among stakeholders and public participation. Moreover, you will be offered the inspiring example of co-creating the vision in the city of Gent (Belgium) as well as insights into what are the main components of strategic planning in relation to mobility, and the steps ahead in developing an SUMP Action Plan.
You will have the opportunity to learn from the other course participants from other cities and to exchange ideas with them through the course News Forum. If you have a colleague who is also interested in the topic, you are welcome to do the course as a team. We (Ana-Maria Baston, Maija Rusanen and Liard Kranen, the course moderators) will join the discussion on the forum regularly, offering comments, questions and feedback.

Public participation is at the backbone of sustainable urban mobility planning. Creating a vision that does not involve citizens in the process can be challenging to be appropriated by the target group it addresses: the end users. In this unit we offer an overview of the importance of involving the public as well as communication and participation tools and methods that have been successfully tested in cities throughout Europe.

Lesson 2/ VISIONING: Unit 3 - Strategic planning: setting priorities, targets and implementation strategies based on a common vision
The SUMP is in essence a mobility strategy and even though it differs in different contexts and cities the structure follows some basic steps and contains similar core elements (e.g. a vision, objectives, targets and indicators). The materials of this unit uncover these main components of a mobility strategy and the process of creating the vision as one of its first elements.

This unit provides an insight into how the process of developing an SUMP Action Plan is structured and what are the preparatory steps to realise it.

Welcome to the third lesson of the SUMP Learning Programme 1 e-course!
This lesson is covering the online content of third (and last) learning block in SLP1, called LEARNING BLOCK ADAPTING. The structure is similar to the one of the previous two lessons composed of 6 UNITS, each covering a certain topic related to the lesson's theme " Adapting the SUMP process to your city". Each unit consists of different MODULES that offer you comprehensive information including grpahs, charts and maps, as well as web links to research further and broaden your knowledge regarding strategies for initiating the integrated planning process, including adapting the SUMP process to your local context. The course moderators will join the discussions in the DISCUSSION FORUM regularly, offering comments, questions and feedback. Enjoy the last online lesson in SLP1 programme!

Strategic Environmental Assessment, Sustainable Energy Action Plan and Sustainable Urban Mobility Plan - why is it important to harmonize strategies of alike sectors in order to reach an integrated perspective for sustainable cities, how to create links between transport, energy and pollution reduction when planning, and what are the benefits: these are crucial aspects in the SUMP development which planners should not overlook. More on this topic, as well as on the ways of tackling financial resources to develop local or regional strategies, you will find in materials part of UNIT 2.

When planning for sustainable mobility, the SUMP cycle is the reference sequence of steps and stages to be followed. What should be included in a SUMP, how to elaborate the plan, what is the best way to assess and thus to select measures, then what should the Action Plan comprise, you will find while exploring the materials part of UNIT 3.

Identification of risks and mitigation strategies, another crucial part of SUMP development. In UNIT 4 you can explore ways of dealing with potential risks starting with the planning phase, and you can get inspiration of different types of "quick-win" measures, which were succesfully implemented in other European cities.
