1. Why use specific impact assessment methods?
Cities have limited transport budgets, but often suffer many transport problems. For any given transport problem, there are a multitude of alternative policies available to address the cities’ problem(s) (e.g. alleviating congestion through a congestion charge or by building additional road capacity). However, each available solution has its own set of pros and cons.
