Current practices in the assessment of urban transport policies

In this book, you will get an introduction to the most relevant methods used for a holistic impact assessment. There are also two optional sub-chapters which provide more detailed step-by-step information on these methods.

1. Commonly used methods to assess urban transport measures

Cost-benefit analysis (CBA) and multi-criteria analysis (MCA) are common methods used for the ex-ante or ex-post evaluation of transport projects or measures.

There are additional methods, such as environmental impact assessment or emissions evaluation, which focus on specific impact categories. To assist the decision-making process, the impact assessment method applied should ideally include the measures’ potential effects in all relevant fields.

The CBA and MCA methods are the most relevant for a holistic assessment. If you are not familiar with the methods, the following sub-chapters provide an introduction to them. Otherwise, please go to chapter 4 to learn more about the strengths and weaknesses of both approaches.
