1. Specifying measures and the business-as-usual case (BAU)
The first step of the assessment procedure is to select and specify the measures which are to be assessed, and the business-as-usual case (BAU). These, of course, depend on the city’s objectives and situation.
- Example: The municipal diesel-powered bus fleet is nearing replacement age. The city is considering either buying new diesel buses (BAU = measure A) or replace the buses with CNG powered equivalents (measure B).
The selected measures are then described in detail.
- Example: The number of buses, annual distance driven, bus lifetime, fuel consumption, other performance factors…
